How we Work

We aim to deliver loft and cavity wall insulation free of charge to tens of thousands of homes in Neath Port Talbot.

All Neath Port Talbot County Borough Council homes will have free insulation, where required, as part of the scheme.

There are four initial steps to our programme and in addition we offer Benefits Advice, Energy Advice and a Discount Scheme for those who do not qualify for free work.

3. Survey
4. Installation


Step 1 :Marketing

Every householder receives a Warm Wales information pack, just before we begin work in the area. This includes a joint letter of introduction from the council and Warm Wales and a picture of the team.(Joint Letter.pdf) We also send packs to the councillors and the community, charity, advice and voluntary groups who work in each Ward. Warm Wales takes part in local events and visits local groups to raise awareness of the scheme. Articles and photographs appear in the local press and newsletters.


Step 2 : Assessment

The Warm Wales assessment team makes house calls to contact everyone. Householders answer a short questionnaire and receive their free low energy light bulbs. The information is kept in confidence and used to find out who will qualify for Free work or the offer of the Warm Wales discount scheme. Any householder who is assessed as fuel poor and all Neath Port Talbot council tenants will qualify for free work, subject to survey. Warm Wales can also make agreements for free work with housing associations and private landlords.

N.B. All Warm Wales staff wear a distinctive red and black uniform and an identity badge. Always telephone Warm Wales to check the identity of a caller if you are in any doubt.


Step 3: Survey

A Warm Wales surveyor visits each qualifying household to survey the work to be done. In many instances, the survey is completed at the same time as the assessment.

Warm Wales contractors schedule a date for the work with each householder. Our contractors are fully qualified and well established companies. We use mineral wool insulation and all cavity wall insulation receives a 25 year CIGA (Cavity Insulation Guarantee Agency) guarantee.
